Roofing commonly runs about 10% and rises with cut-up hips and valleys; diagonal or patterned flooring carries more than a straight lay. Around 10% is the common starting point for a straightforward gable roof, and it climbs from there. Roofs heavy with hips, valleys, dormers, and cut-up planes waste more shingle to cuts and starter, so 15% or higher is often justified. Steeper and more complex roofs run higher still. Labor is usually priced against the installed quantity (the base measurement), while the extra material covers cuts and drops that get discarded. Keep the two separate: apply waste to the material line item, and price labor on the measured area. Mixing them can inflate the estimate, so check how your price list and carrier guidelines treat each.
